Melnik, S.(n.d.). New York State Property Tax System-Finding a Better Way to Tax. In Progress.
This will also be an academic and practitioner oriented tax policy article. This article will address some of the equitable as well as prctical issues underlying the current system of real property taxation in the New York State. The article will also demonstrate ineffectiveness of current laws. Finally, the article will propose specific changes to the New York State's system of real property assessment and taxation. We will target practitioner oriented articles as venues in publishing this article.
Melnik, S., & Cenedella, D.(n.d.). Real Property Taxation and Assessment Processes in the United States- A case for a State Centralized Model. In Progress.
The article will give a historical background on the real property tax laws applicable, demonstrate the inadequacy of some of these laws, and address the resulting problems- inequities and inefficiencies within the real property tax system. Legislative proposals made to date and thier inadequacy in dealing with the real property tax systems will be discussed as well. A proposal to change currently existing real property tax system be made and evaluated in accordance with traditional efficiency, equity and simplicity perspectives. I wil target traditional venues in publishing these types of articles, such as law journals published by accredited law schools and peer reviewed professional journal.
