Bin Chen is a professor and an affiliated faculty with the Center for Nonprofit Strategy and Management in the Austin W. Marxe School of Public and International Affairs, Baruch College, and a doctoral faculty member of the Ph.D. Program in Social Welfare at The Graduate Center, The City University of New York (CUNY).

His research focuses on collaborative governance in public policy implementation, government-nonprofit relations, regional network governance, and comparative public administration and public policy; spans various policy areas including family and children services, elderly care, homeless, mental health, disability, and pandemic response. He employs research methods such as social network analysis (SNA), qualitative comparative analysis (QCA), and necessary condition analysis (NCA).

Professor Chen has a substantial publication record in top public administration and policy journals: Journal of Public Administration Research and Theory, Public Administration Review, Journal of Policy Analysis and Management, The American Review of Public Administration, Public Administration, International Public Management Journal, Public Performance & Management Review, Nonprofit Management & Leadership, Urban Affairs Review, Policy & Politics, and others. He served on the editorial boards of Nonprofit and Voluntary Sector Quarterly, Urban Affairs Review, and other academic journals.

Prior to his academic career, Professor Chen worked for the Shanghai Municipal Foreign Affairs Office, China. He was a visiting policy analyst at the Asia 2000 Foundation of New Zealand (Now Asia-New Zealand Foundation) and a visiting researcher at the Centre for Strategic Studies New Zealand. His academic achievements include being a British Council Senior Chevening Scholar in the United Kingdom, a Social Science Research Council Dissertation Fellow in the United States and receiving the William Diaz Fellowship from the Nonprofit Academic Centers Council (NACC). He was also awarded the Best Paper Award at the 2020 International QCA Paper Development Workshop, and the Christopher Pollitt Prize for Best Paper at the 2023 International Research Society for Public Management.

He received his Ph.D. in Public Administration from the University of Southern California (USC), an M.Sc. in Public Administration and Public Policy from the London School of Economics and Political Science (LSE), and a B.A. in English Language and Literature from Shanghai International Studies University (SHISU).

Written papers are nominated by panel chairs and assessed by a committee chaired by the conference host. It is named after the late Professor Christopher Pollitt, whose outstanding public management scholarship is well known around the world. This prize is awarded on the last day of the IRSPM conference.
