The Discussion
Maybe the
economy will recover quickly and smoothly, and we won't be faced with
tough fiscal choices, but that is simply not very likely. If state and
city revenues continue to suffer from the economic effects of the
pandemic, the key question is how can the city continue to fund
essential services while revenues are devastated? Some of the main
options are to continue cutting essential services, raise taxes, borrow
more, or press Washington for more support at the federal level. All
this will happen in the midst of our growing understanding of racial
inequalities and the moral imperative to tackle those differences
proactively. NYC stood at the brink of bankruptcy once before in the
1970s but pulled away from that point stronger than before. What lies
ahead for us this time?
