Biography
Professor Williams has been with Baruch College since 1995, where he teaches Budgeting, Performance Measurement, Ethics, and other topics. Before that he was with the Virginia Department of Medical Assistance Services (Medicaid) for 15 years, rising to become the Budget Director. Professor Williams’ research includes topics in forecasting, ethics, the history and theory of public administration-particularly related to performance measurement, and other matters. Professor Williams and his coauthor, Don Miller, received an Outstanding Paper award from the International Journal of Forecasting for “Shrinkage Estimators Of Time Series Seasonal Factors And Their Effect On Forecasting Accuracy.”
