Jose Mercado is the Chief Financial Program Officer/ Associate Commissioner New York City Administration for Children's Services (ACS), one of the largest social service agencies in New York State. He is responsible for administering a budget of $2.9 billion which consists of an Operating and Capital Budget. Prior to joining ACS, Jose Mercado was the Chief Financial Officer at Cardinal McCloskey Community Services were he was responsible for the organization's $69 million operating budget, managed and forecasted cash; investments, banking, insurance, and business structure and other administrative operations of the organization. He provided monthly financial documents to the Board, Audit and Finance committees and worked on strategic financial planning of the organization. He was the Budget Director for the New York City Housing Authority, one of the largest Housing Authority in North America where he was responsible for administering a budget of $3.4 billion. Jose also has experience working in the Mayor's Office of Management and Budget and other city agencies. He has knowledge and experience with federal and state claims, budget systems, administration and the management of finance organizations. He also has provided training and technical assistance to nonprofit boards and organizations regarding their financial infrastructure and strategic financial planning.
Jose has an MPA from New York University and a BA from Hunter College.
